President’s Remarks

Well here we are again, trying to shake off the last vestiges of winter, and looking forward to another summer at Percy Lake.

We would all like to thank Henry Dykstra, for the great job he did as president. He was a very dedicated president and did a great job over the past two years representing our interests.

Although Market Value Assessment has temporarily been shelved, Henry will continue to monitor the situation and keep us informed. You should be aware that in the last Federal Budget, the government took away your ability to fully apply any Capital Gain that you might realize on the sale of your cottage, towards your lifetime $100,000.00 exemption. The new formula would allow you to write off a portion of your gain based on the number of months that you owned the cottage before and after March 1, 1992.

As an example, if you have owned your cottage for 72 months prior to March 1, 1992 and were to sell it on March 1, 1993, you would be able to apply 12/72 × .75 (gross gain) towards your $100,000 capital gains exemption. This assumes that you have not already used the exemption and that your cottage is not your primary residence. As a primary residence, there is no capital gains tax as yet.

But then this is all theoretical, since once on beautiful Percy Lake, there for life.

Gord Benner, has volunteered to become our lake Steward, and participate in the pilot program of Lake Stewardship initiated by the Ministry of Natural Resources. If any one has plans that will effect the waterfront, you may want to consult with Gord.

The sign numbering program is nearing completion. For those of you who have paid the $10.00 and not received the signs, I have them at the cottage (754-1128). For anyone, who has not entered the program I will still accept orders. It will still be $10.00.

While on the subject of signs, many of us have very nice signs with our names on the signs. Unfortunately, there have been a large number of break-ins over the winter at Drag Lake and others. Unfortunately, one cottage on Percy Lake was broken into over the winter. Now that we have the phones, a trick that a potential burglar may use is to get your name from the sign, and then later phone your number to see if anyone is there. You might consider using the numbered sign as your identification for friends visiting your cottage.

Members of the executive have again attended the Fall and Spring FOCA (Federation of Ontario Cottagers’ Association) seminars, and would be glad to update you at our annual General Meeting. Pamphlets and brochures will be available at the meeting.

Dennis Woodbridge, our Secretary / Treasurer will now update you on some of the other activities co-ordinated by your ratepayers’ association.

P.S. For those of you who may not be aware, Bob Heinze is now our new local representative to Council.

See you at the lake. A bad day at Percy is still a lot better than a great day at work!!!

Silvia Winder, President

1992 Membership Fees: Now $15.00

Your association needs your continued support. At the annual meeting last year, a motion from the floor was passed that resulted in an increase in our membership fees from $10.00 to $15.00. At $15.00, it’s still a bargain to know that someone is looking after your interests at the local level. Please send your registration form and a cheque to the treasurer – today. If it is more convenient you may give your membership fees and form to any member of the executive.

Executive Meeting

The next meeting of the executive will be held at the president’s cottage on Saturday, July 4th, at 2:00 PM. Executive meetings are open to all members of our association. Please bring your concerns to the attention of the executive.

Fire Protection Equipment

Access to fire protection equipment on Percy Lake may be obtained by paying a one-time levy of $50.00. This levy entitles you to have access to the floating fire pump which is located on Lot 117. If you have any questions regarding the fire pump, please contact any member of the executive.

Secchi Disc Water Testing

Our past president, Henry Dykstra who assumed responsibility for the testing two years ago has been doing an excellent job. We have a record of water quality over the past twelve years. By maintaining this valuable program, the Ministry of the Environment is able to track changes in the water quality of Percy Lake. Our records indicate that the lake water quality has remained relatively constant. Results from the 1991 testing should be available at the annual meeting.

Thank-you, Henry!

New Members

We always welcome new members to our association. If you are new to the lake or have not yet registered as a member, your financial support and participation in association matters would be greatly appreciated. The Percy Lake Ratepayers’ Association was established in 1981 to provide the ratepayers on Percy Lake with a strong united voice on issues that affect the quality of life at Percy Lake. To date we have been successful in bringing fire protection equipment, an emergency number system and telephone service to Percy Lake as well as maintaining a careful watch on the water quality of Percy Lake, through the secchi disc self-help testing program.

Annual Meeting

The annual meeting provides all of us with an excellent opportunity to meet our neighbours at Percy Lake. As usual, a social will follow the business part of this year’s meeting. Cheese, crackers, and pop will be provided by the association. Members are asked to bring “other” refreshments for their family and friends if they wish. Please encourage your “new” neighbours to come out to the meeting and be informed. We promise you we will have an interesting guest speaker.

Remember the date and bring your lawn chairs as the gravel road isn’t too comfortable!

Annual General Meeting: Saturday, August 1st, 7:00 PM, cul-de-sac opposite Lot 118. Social to follow.
